John E. Thomas was a member of the Wisconsin State Assembly and the Wisconsin State Senate.

Thomas was born on November 27, 1829 in Rensselaer County, New York. He moved to Sheboygan Falls, Wisconsin in 1849.

Thomas was a member of the Assembly in 1862 before representing the 1st District of the Senate from 1863 to 1864. He was a Democrat.
