William Ross "Bill" Laney (4 May 1913 – 7 August 1998) was a New Zealand Member of Parliament representing the Labour Party, and Mayor of Oamaru.

Laney was born in 1913. He graduated from the University of Otago with a BA in 1937.

Laney contested the Oamaru electorate in the 1972 election, and defeated the incumbent, National's Allan Dick by a 390 votes majority. At the next election in 1975, he was in turn defeated by National's Jonathan Elworthy.

Laney was Mayor of Oamaru and was awarded the New Zealand 1990 Commemoration Medal.
