William C. Dowlan (21 September 1882 in St. Paul, Minnesota – 6 November 1947 in Los Angeles, California) was an American silent film actor, and director

Dowlan initially began as an actor in films in 1912 but in 1915 became interested in directing and began simultaneously acting and directing. His film in directorship was Her Mysterious Escort in 1915

He directed films such as Youth's Endearing Charm in 1916 working with actors such as Mary Miles Minter and Harry von Meter.

Dowlan married screenwriter Leonora Ainsworth.

Dowlan retired from acting and concentrated on film directing throughout the late 1910s until his retirement from film in 1920. He died in 1947 aged 65.
