

Jack Rust
Introduction
John H. Rust Jr. (born 1947) is an American politician from Virginia.
Rust was born in Washington D. C. in 1947. He graduated from Fairfax High School, attended the University of Virginia, and completed his J.D. degree at its law school. Rust then worked as a lawyer in Fairfax, including from 1974 to 1978 as city attorney.
Rust was a member of the Virginia House of Delegates between 1980 and 1982, when he was defeated in a Republican Party primary. He won a special election in 1996, and was elected to his second full two-year term in November 1997. Rust retained his seat in the 1999 elections. Shortly after the 2000 United States Census was conducted, Rust helped redraw electoral boundaries for future Virginia House elections. Rust was defeated by Chap Petersen in 2001, and faced Petersen a second time in the 2003 elections. In 2012, Rust was appointed to the board of the Virginia Resources Authority.
Commissioner of Accounts
John H. Rust, Jr. was appointed Commissioner of Accounts for the 19th Judicial Circuit in February 2006. He is the third generation of the Rust family to practice law in northern Virginia. Mr. Rust’s legal practice included estate administration services, the preparation of income and estate tax returns; and trust administration services, including maintenance, investment and distribution of trust accounts. Mr. Rust also provided estate planning services, including tax planning and the preparation of wills and trusts. He is a member of the Fairfax, Virginia and American Bar Associations, the Virginia State Bar and the Virginia Trial Lawyers Association. Mr. Rust is qualified to practice before the United States Supreme Court, the United States Court of Appeals for the Fourth Circuit, the United States District Court for the Eastern District of Virginia, the United States Bankruptcy Courts for the Eastern and Western Districts of Virginia and in all other Virginia courts.
Virginia Resource Authority
Jack was appointed to the VRA Board in 2012 by Governor Robert McDonnell.An engaged member, he served on the Board's Portfolio Risk Management Committee, the Legislative Committee, and the Strategic Planning Committee, which he chaired.
Cardinal Financial Corporation and Patriot Bankshares
Jack was a founding director of Cardinal Financial Corporation. He served as its initial Chairman of the Board of Directors and subsequently as Vice-Chairman of the Board. He was a member of the Cardinal Board from 1997 to 2009. Mr. Rust was also the founding Chairman of First Patriot Bankshares Corporation, serving from 1987 to 1997.
Fairfax City Attorney
John H. Rust, Jr. served as City Attorney for the City of Fairfax, Virginia from 1975 to 1978. Mr. Rust currently serves as counsel to the School Board of the City of Fairfax, Virginia.
Education
Mr. Rust received his B.A. in 1969 and his law degree in 1972 from the University of Virginia, where he was a member of the Board of Editors of the Virginia Law Review and was elected to the Order of the Coif.
Family
Mr. Rust is married to the former Susan Mary Byrne and has three sons, J.W., Tom and Bob. He is a lifelong Fairfax resident and a graduate of Fairfax High School.
