Isaac Mann (b Norwich 1712 – d Bath, Somerset 1788) was Bishop of Cork and Ross from 1772 to 1789.
Downes was educated at Trinity College, Dublin. He was Archdeacon of Dublin from 1757 until his elevation to the Episcopate.
