Introduction

Elfreda Higgins (born c. 1946) is a member of the Garden City Council and a former Democratic Idaho State Representative representing District 16 in the B seat. Higgins was the Assistant Minority Leader for the Democratic House members.

Education

Higgins earned her bachelor's degree in business management from the University of Phoenix.

Elections

  • 2008 When 16B Democratic Representative Les Bock left the seat open to in his successful bid for the district's open senate seat left vacant by retiring Democratic Senator David Langhorst, Higgins was unopposed in the May 27, 2008, Democratic primary and won with 1,414 votes; Higgins won the November 4, 2008, general election with 9,017 votes (55.0%) against Republican nominee Elizabeth Hodge.
  • 2010 Unopposed in the May 25, 2010, Democratic primary, Higgins won with 778 votes; she won the November 2, 2010, general election with 6,385 votes (56.6%) against challenger Lee-Mark Ruff (R).

Higgins was elected to the Garden City Council in 2013. She previously served on that body from 2006 to 2011.
